Background
FHI 360, in collaboration with the Vietnam Administration of Disease Prevention (VADP), invites qualified software development firms to submit a quotation for the design, development, testing, deployment, and pilot implementation of a National Event-Based Surveillance (EBS) Information System.
The system aims to strengthen Vietnam’s infectious disease surveillance by enabling early detection, verification, and management of public health threats from multiple information sources, in accordance with Ministry of Health Circular No. 15/2026/TT-BYT and related technical guidance. The proposed EBS system will complement the existing Indicator-Based Surveillance (IBS/eCDS) system by collecting, screening, verifying, and managing early warning signals from communities, healthcare workers, media, social media, and other sources.
